Watertown woman charged in fatal DWI accident

LERAY -- State Police investigators say a Watertown woman was drunk and at the wheel of a car that ran a red light and collided with another vehicle, killing a passenger in that car. 

Police report that Bobbie J. Monaghan, 39, of Watertown, was driving a 2004 Chevrolet Avalanche west on Route 26 around 9:00pm Thursday night. Troopers allege she ran the stop sign at U.S. Route 11, hitting a northbound Ford Taurus in the passenger side.

The accident claimed the life of Kathleen H. Deyo, 44, of Gouverneur. Another passenger in the Taurus, Dawna Kriegel, also of Gouverneur, was transported to University Hospital in Syracuse with non-life threatening injuries. Two other people in the Taurus were treated and released at a Watertown hospital.

Monaghan was charged with the following: vehicular manslaughter in the 1st degree, vehicular assault 1st degree, driving while intoxicated,  and failure to stop at a stop light. She was taken to the Jefferson County jail in lieu of $50,000 bail.

According to a state police report, Monaghan had a blood alcohol level of .19%, more than twice the legal limit of .08%.
