SYRACUSE -- Traffic troubles will continue on Interstate 81 north for some time. Wednesday night, the process to take down a building that threatens to crumble onto the highway came to a standstill again.

The City of Syracuse and the property owner met Wednesday afternoon with the intention of coming to an agreement on the demolition of that building that is keeping the highway closed. But, the property owner, the city, and the state weren't able to agree on how to move forward.

Building owner, Anthony Tartaro, says he's willing to let the state tear down the building tomorrow but he doesn't want to give up ownership of that property.

The city and state say in order for work to begin, he would have to turn over the property to them. The state also wants him to pay the $2 million bill for the demolition.

Since there was no agreement, the city and state are working on alternative ways they can get on the property.

Mayor Stephanie Miner said "All of us, as property owners, recognize that a man's home is his castle. So the government can't just go and trample on those rights willy nilly. There are bureaucratic decisions and legal things put in place to prevent that from happening."

As of Wednesday night, city and state lawyers were still figuring out an alternative to get onto the property to tear the building down. The Mayor says she hopes the situation will be resolved before the city is on display during the NCAA Basketball tournament scheduled to begin in Syracuse on March 25.
