Utica man arrested for animal abuse after leading police on chase

Utica Police located and arrested a wanted Utica man who led police on a chase nearly two weeks ago.
Police say 22-year-old Henry Lumpkin was wanted for fleeing police and leading them on a chase after they stopped him for speeding on State Route 12 in Utica.
During the chase, police say he lost control of his car, flipping it over, and injuring his two passengers. Then, Lumpkin ran off on foot.
Police located Lumpkin on Monday. He was charged with reckless endangerment, two counts of assault, and unlawfully fleeing a police officer.
At the time of his arrest, Lumpkin was also charged with animal abuse.
Police say they responded to a reported argument at a residence on Springate Street in Utica on April 20.
Concerned citizens told police that a male and female were arguing and began to play "tug of war" with a pit bull puppy. The man reportedly wrestled the dog away from the woman and carried it down the street by one leg. It was also reported that he threw the dog down onto the driveway.
Police say that when they interviewed the man, he was uncooperative. He then threw himself onto the ground and could not or would not walk.
Police say he sustained a knife wound during the argument. No charges were filed because the man said the wound was self-inflicted.
Lumpkin was charged with torturing and injuring animals in addition to charges from the chase.
