Utica Police say they arrested level three sex offender Dennis Lotoski, 45, of 1151 Lincoln Avenue in Utica, on July 20, after he allegedly entered a woman's apartment on Lincoln Avenue and forced her to have sex with him .

Police charged Lotoski with 1st degree rape and 2nd degree burglary.
